Milton J. Meza Rivas

Venezuelan lawyer. PhD in Law and Political Science, and a magister in Citizenship and Human Rights graduated from the University of Barcelona and the University of Girona, respectively. He is an expert in international negotiation and conflict resolution trained by the United Nations. He has been a consultant to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).

He worked an advisor in the Geneva peace talks on Syria in 2017. He did a doctoral academic stay at the Department of Public International Law and International Organization at the University of Geneva (Switzerland). For years he represented the University of Barcelona to the Group of Governmental Experts of the CCW (Convention on Certain Conventional Weapons) on emerging technologies in the area of lethal autonomous weapons systems. He was chargé d’affaires and Minister Counselor of Venezuela (diplomatic positions) to the International Criminal Court, the International Criminal Tribunal for the former Yugoslavia and the International Court of Justice (The Hague, Netherlands); and delegate to the Human Rights Council and the Conference on Disarmament at the United Nations (Geneva, Switzerland).
